This proposal is included in the July Charter. 23 negotiating political parties and alliances have agreed to this proposal. Seven political parties and alliances have submitted notes of dissent, which include 12-Party Alliance, Amjanatar Dal, Jatiyatabadi Ganatantrik Andolan (NDM), Jatiyatabadi Samomona Jote (Nationalist Like-minded Alliance), Bangladesh Nationalist Party (BNP), Bangladesh Labour Party, Liberal Democratic Party (LDP).

The ACC (Amendment) Ordinance, 2025 expands the maximum number of Commissioners to five, with mandatory inclusion of at least one female Commissioner and at least one Commissioner possessing expertise and experience in information and communication technology.
Observation
    The proposed reform has been implemented in the ACC Ordinance, 2025 however, it would require political buy-in from the elected government to fully implement this proposal.

    As provided in the following amendment ACC Ordinance, 2025: Section 5(1) states the Commission shall consist of not more than five (5) Commissioners, including at least one (1) woman, and at least one (1) Commissioner with expertise and experience in information and communication technology, and from among them the President shall appoint one as Chairperson.
