For independent candidates, instead of the provision requiring signatures of 1% of the voters, to introduce a provision requiring the consent of 500 voters, and in this case, to provide for expressing the voters’ consent through a single or joint affidavit.

This reform proposal has been articulated in the Electoral Reform Commission Report but has yet to be officially initiated.
Observation
    The existing RPO requires independent candidates to submit signatures of 1% of the electors of the concerned constituency. Under Article 12(3a)(a), an independent candidate must submit a list of signatures of 1% of the electors along with the nomination paper. The Election Commission will randomly select 10 candidate's documents from the submitted list to verify whether their signatures are authentic.
