The ACC must establish its own fund. The government-approved annual budget should be deposited into this fund. Additionally, at least 10% of the fines or confiscated amounts of money collected in ACC cases must be deposited into this fund.

There is no provision in the Anti-Corruption Commission (Amendment) Ordinance, 2025 for the establishment of a separate ACC fund or for depositing fines or confiscated amounts into such a fund; however, the Ordinance introduces enhanced financial autonomy for the Commission in the utilisation of its allocated budget.
Observation
    The elected government and the verdict of the proposed referendum will decide the fate of this proposal. It would require political buy-in from the elected government to fully implement this proposal.As provided in the Anti-Corruption Commission (Amendment) Ordinance, 2025:Section 25 of the Anti-Corruption Commission (Amendment) Ordinance, 2025 provides that, in every financial year, the Government shall allocate specified funds in favour of the Commission in the national budget, taking into consideration the budget proposal submitted by the Commission. The section further states that the Commission shall not require prior approval of the Government for expenditure from such allocated funds under approved and specified budget heads, subject to the applicability of government rules and regulations relating to blocked expenditure.Section 25(2) further clarifies that the financial autonomy granted under this provision shall not affect or prejudice the powers of the Comptroller and Auditor-General as conferred under Article 128 of the Constitution, thereby retaining external audit and financial oversight over the Commission’s expenditure.
