Legal and Policy Framework
Last Update: 13-Jan-26
According to the Election commission office a coordination body comprising all relevant security forces, including the Police, Border Guard Bangladesh (BGB), the Armed Forces, the Navy, and any other designated agencies, will be formed. These forces will operate upon the request of the Returning Officer and Presiding Officer, and will take immediate action as required.
Operationalisation
Last Update: 13-Jan-26
Circular-9 issued for the Thirteenth National Parliamentary Election, the Election Commission has provided for the formation of Law-Enforcement Cells, alongside Vigilance and Observation Teams and Election Monitoring Teams, in accordance with the Election Conduct Rules. The functions and reporting obligations of the Law-Enforcement Cell have been formally defined.
Observation
-
Under Circular-9, the Law-Enforcement Cell is mandated to take all necessary measures to maintain law and order in the election area and to regularly inform the Election Commission Secretariat of the measures taken and the overall situation. While the roles and responsibilities are now clearly specified in policy, effective implementation will depend on timely coordination, information flow, and operational capacity at the field level. The security issue continues to be challenging as there has been an escalation in attacks and violence has been reported. This would require strong coordinated efforts from all government agencies and the Election Commission.
