Official Secrets Act, 1923, Section 5 should be amended to emphasise only national security, and a provision for legal protection in the public interest should be added for investigative journalism.

This reform proposal has been articulated in the Media Reform Commission Report but has yet to be officially initiated.
Observation
    This reform is partially reflected in the July Charter, which mentions amending the Official Secrets Act, 1923. However, the Charter does not specify any amendment to Section 5 of the Act. It is necessary to have political buy-in from the elected government to roll out the implementation of this proposal. Political parties may like to clearly articulate their position regarding this reform proposal in their respective election manifestos.

Preparing clear guidelines for language use to avoid direct or indirect humiliation of women through words or descriptions.
