Establish an emergency and contingency fund to ensure the continued payment of wages and other entitlements, and to maintain production during domestic and international crises, natural disasters, pandemics, or sudden business downturns. In addition, the transparency and accountability of the Labour Welfare Foundation and the central fund will be ensured.

Observation
    There is no permanent fund at present. As a result, ad hoc decisions are taken as required. Some foreign-funded projects are there. For example, ‘Unemployment Protection Programme for Workers (UPPW)’, implemented by the Ministry of Labour and Employment (MoLE) and supported by the European Union. Such projects are time-bound.Implementation of this proposal would require formulation of a clear policy alongwith earmarked funds.It is necessary to have political buy-in from the elected government to roll out the implementation of this proposal. Political parties may like to clearly articulate their position regarding this reform proposal in their respective election manifestos.
