Implement necessary state reforms in all government institutions (Department of labour, Department of Inspection for Factories and Establishments, labour Welfare Center, Industrial Relations Institute (IRI), National Skill Development Authority and other government and non-government organizations) in order to strengthen the capacity and coordination of the Ministry of labour , departments and institutions, as well as to establish accountability, democratic practices, transparency and the right to information.

The reform proposal has not been fully initiated, but introducing the provision of the Alternative Dispute Resolution Authority under the Bangladesh Labour Amendment Ordinance, 2025 has been a step towards this reform.
Observation
    A comprehensive effort will be required to bring substantive institutional reform. The forthcoming amendments in the Rules related to the Bangladesh Labour Amendment Ordinance, 2025 is the first major step towards this. It will require major policy discussions involving all stakeholders and substantial political buy-in by the next government.
