The proposed “Selection and Review Committee” should consist of seven members: 1) The senior-most Judge of the Appellate Division of the Supreme Court (other than the Chief Justice) who will be ex-officio Chairperson of the Committee; 2) the senior-most Judge of the High Court Division of the Supreme Court; 3) the Comptroller and Auditor General of Bangladesh; 4) the Chairperson of the Public Service Commission; 5) a nominee of the Leader of the House in Parliament; 6) a nominee of the Leader of the Opposition in Parliament; and 7) a citizen of Bangladesh with experience in anti-corruption and governance, nominated by the Chief Justice.

This reform proposal is included in the July Charter, without change. 23 negotiating political parties and alliances have agreed to this proposal. Seven political parties and alliances have submitted notes of dissent, which include 12-Party Alliance, Amjanatar Dal, Jatiyatabadi Ganatantrik Andolan (NDM), Jatiyatabadi Samomona Jote (Nationalist Like-minded Alliance), Bangladesh Nationalist Party (BNP), Bangladesh Labour Party, Liberal Democratic Party (LDP).

The name of the committee has remained unchanged, "Selection Committee"; however, the composition and eligibility criteria of committee members have been revised through the Anti-Corruption Commission (Amendment) Ordinance, 2025.
Observation
    The proposed reform has been partially implemented in the ACC Ordinance, 2025 however, it would require political buy-in from the elected government to fully implement this proposal.As provided in the following amendment ACC Ordinance, 2025:Section 7(1) of the Anti-Corruption Commission (Amendment) Ordinance, 2025 states that the Selection Committee for appointment of Commissioners shall consist of the following members, namely—(a) one senior Judge of the Appellate Division of the Supreme Court, who shall act as the Chairperson of the Committee;(b) one Judge of the High Court Division of the Supreme Court nominated by the Chief Justice;(c) the Comptroller and Auditor General of Bangladesh;(d) the Chairperson of the Bangladesh Public Service Commission;(e) two Members of Parliament nominated by the Speaker, of whom one shall be from the government party and the other from the opposition party; and(f) one citizen of Bangladesh having a minimum of fifteen years’ experience in good governance, anti-corruption activities, or corruption-related adjudication, nominated by the Chairperson of the Committee.The section further states that, where the National Parliament stands dissolved, the Selection Committee may be constituted without the members referred to in clause (e).
