Newspaper advertisement rates have not increased in the last 10 years. The rates must be increased, and the advertisement rates should be increased annually in line with market inflation. The separate classification system for determining advertisement rates must be reviewed and adjusted proportionally.

This reform proposal has been articulated in the Media Reform Commission Report but has yet to be officially initiated.
Observation
No official steps have yet been initiated by the government to revise newspaper advertisement rates. On 5 April 2026, the Newspaper Owners’ Association of Bangladesh (NOAB), in a pre-budget discussion with the National Board of Revenue, proposed a reduction of the tax burden on the newspaper industry, including withdrawal of 3% customs duty and 15% VAT on newsprint imports, reduction of corporate tax from 27.5% to 10%, and lowering of tax at source on advertisement income. While these proposals reflect financial pressures within the sector, no specific measure has been identified to revise or index advertisement rates in line with inflation. But NOAB did not put forward proposal to increase advertisement rates.
